A judged award and a review-based award can call different places the best, because they ask different questions. The James Beard Awards rest on committees and judges working through a published submission, voting and judging process. Tripadvisor's Travelers' Choice rests on what travelers wrote, weighed for quality and quantity over 12 months, plus an editorial step.
That is the disagreement worth knowing before you trust either label: one asks what a panel decided under its rules, the other asks what a large pool of visitors said over a year. Neither description, as the makers publish it, tells you whether a table is open tonight. Below, each is read from its own published material, with the year that material describes.
This edition does not name restaurants. The facts behind it cover how these two lists work, not which places they picked, so there is no pick here that we could credit to both.
James Beard Awards: committees, judges and an entry process
Who decides. Committees and judges. The Foundation says its policies page publishes the submission, voting and judging process, with committee member names, key dates and guidelines, according to its 2018 announcement of changes for the 2019 Awards. Later changes, described by FSR Magazine for the 2022 call for entries, widened judge and committee eligibility for Restaurant & Chef Awards to experts outside food media. Past winners no longer join the voting pool automatically.
What they weigh. The Awards mission, as FSR reports it, names culinary talent plus a demonstrated commitment to equity, community, sustainability and a thriving work culture. All entrants and recommended entrants must describe how they align with that mission and the Foundation's values. The 2018 announcement says committees and judges are encouraged to consider restaurant culture and leadership values.
What it leaves out. It runs on entries and recommendations, so a place that nobody entered or recommended is not in the running. Its stated focus is talent and values, not one meal this week.
What the source says about use. The rules describe a yearly awards cycle. A question to ask: which year's rules did this award follow? The 2022 changes followed an audit announced in August 2020, so the description above reflects the 2019 and 2022 rules, not necessarily the current ones.
Tripadvisor Travelers' Choice: a year of reviews, plus an editorial step
Who decides. Travelers who wrote reviews, then Tripadvisor's calculation. According to Tripadvisor's Travelers' Choice page, winners come from review quality and quantity over 12 months plus an additional editorial process. Its 2020 awards announcement says the weighting is specific to each award category.
What it measures. Eligibility requires 12 months listed, a threshold number of reviews and a minimum bubble rating. There are two levels: Best of the Best winners are among the top 1% of listings, and Travelers' Choice winners among the top 10%. Tripadvisor reserves the right to judge eligibility on factors such as safety incidents, alleged discrimination, animal welfare and fraudulent review practices.
What it leaves out. A listing without enough reviews cannot qualify. And the window matters: the 2020 winners were calculated from reviews collected in 2019, before the pandemic. That year the awards honored 4,817 unique businesses out of over 8.7 million listed.
What the source says about use. Its own description is a 12-month look back. A question to ask: how recent are the reviews behind this badge?
The two side by side
- Who decides: Beard, committees and judges under published rules. Tripadvisor, traveler reviews, then a calculation with an editorial process.
- Input: Beard, entries and recommendations tied to a stated mission and values. Tripadvisor, 12 months of review quality and quantity.
- Getting in: Beard has no entry fees for Restaurant and Chef or Leadership categories, though Media Awards fees dropped from $150 to $75. Tripadvisor needs 12 months listed, enough reviews and a minimum rating.
- Blind spot: Beard, places nobody put forward. Tripadvisor, places with few reviews.
Rules change, so "best" can change
Lists revise their own rules. The Beard Awards retired the Who's Who of Food and Beverage because only past honorees could nominate new members. Committee term limits went from three three-year terms to two two-year terms. The Rising Star Chef award lost its age restriction and became Emerging Chef. An independent volunteer ethics committee was formed to address allegations against potential winners. In 2020 Tripadvisor folded all its awards under Travelers' Choice, and Certificate of Excellence honorees became Travelers' Choice winners. A winner from before such a change may not mean what one from after it does.
Questions to ask of any best-of list
- Who decided: named judges, named editors, or a count of reviews?
- What did they look at: cooking, values, review scores, popularity?
- What is the window: a year of reviews, or a recent visit?
- How does a place get in: entry, recommendation, or enough reviews?
- Are the rules published, and for which year?

Quick answers
Who picks the James Beard Award winners?
Committees and judges working under rules the Foundation publishes, according to the James Beard Foundation. Eligibility to judge Restaurant & Chef Awards was later widened to include experts outside food media.
How does Tripadvisor decide Travelers' Choice winners?
From review quality and quantity over 12 months plus an additional editorial process, according to Tripadvisor. Winners are among the top 10% of listings, and Best of the Best among the top 1%.
What should I check before using either for tonight?
Both look back: Tripadvisor over a 12-month window, Beard through a yearly entry-and-judging process. Ask how recent the reviews or the award year are, since neither source's description covers whether a table is open tonight.
